Resources with dynamic updates

For resources that have dynamic updates, our pattern in displaying it is to have the status and messaging/description at the top of the details page body content. This is specific to EDA currently as the Rulebook Activation provides status updates based on the state of the activation. It can contain errors and other informational messaging. This pattern can be utilized across other areas that have a similar flow.

Since the status and messaging/description updates as certain actions are done that have a relationship with a rulebook activation, we wanted to make sure it was displayed at the forefront and easily seen by the user. It was previously buried within the content of the details page and could be difficult to read as the message could be a full sentence or more.
